How to compare construction quotes without simply choosing the cheapest

Total price matters, but it does not by itself show which proposal provides the best balance of scope, quality, risk and control. Before choosing, make the quotations comparable.

1. Put both proposals on the same scope

Confirm that they include the same activities, areas and deliverables. One quote may look cheaper simply because it omits items included by the other.

2. Compare quantities and units

Review whether takeoffs are consistent and prices use the same units. Quantities that are too low can shift cost into later extras.

3. Read the specifications

“Floor finish” is not the same as defining a reference product, format, target allowance, adhesive and installation scope. Clear specifications reduce interpretation.

4. Identify exclusions

Transport, equipment, testing, design, permits, utility connections, management, contingencies or taxes may be treated differently. A useful comparison must include or explicitly separate them.

5. Review schedule and delivery capacity

An attractive price loses value if the schedule is unrealistic or the contractor lacks sufficient organization and resources. Ask for a program, responsible staff and relevant experience.

6. Analyze payment terms and warranties

Advances, progress payments, retention, advance recovery, warranties and closeout conditions affect the owner’s financial risk. Do not compare only the final price.

A simple comparison matrix for scope, quantities, specifications, exclusions, schedule and contract terms often reveals differences hidden by the total price.
